Demetrio Carceller Coll and his sons, Spanish businessman. He was the son of Demetrio Carceller Segura, Minister of Industry and Commerce at the beginning of Franco's dictatorship. Demetro Carceller y Arce (1962), his son, is a director and shareholder of Sacyr (6.04%), director of Gas Natural and chairman and shareholder, with 23% of the beer Estrella Damm. He is the president of the Disa oil plus shareholder of Natural Gas, Ebro and CLH.[126]
According to Forbes, "Hinojosa and other prominent Mexicans, mostly businessmen with close ties to the government, including at least one member of the Forbes billionaires list, were the subject of extensive articles published online by ICIJ investigation partners Proceso and Aristegui Noticias Sunday."[410] Proceso also said that the Mexicans mentioned in the leaked documents included individuals linked to drug cartels.[408]
According to ICIJ investigative partner Trinidad Express, Emrith was a close associate of Jack Warner and also owns half the shares in Proteus Holding SA, an investment he refuses to discuss because he says he has a responsibility of confidentiality to fellow shareholders.[412] The Express also says that OAS used a Namibian port development project as camouflage for a $1 million payment from Procopio shell company Santa Tereza Services Ltd to Emirth.[412]

The constitution was changed in 1972. For the reform to the constitution[clarification needed] the military created a new organization, the Assembly of Corregimiento Representatives, which replaced the National Assembly. The new assembly, also known as the Poder Popular ("Power of the People"), was composed of 505 members selected by the military with no participation from political parties, which the military had eliminated. The new constitution proclaimed Omar Torrijos the "Maximum Leader of the Panamanian Revolution", and conceded him unlimited power for six years, although, to keep a façade of constitutionality,[citation needed] Demetrio B. Lakas was appointed president for the same period (Pizzurno Gelós and Araúz, Estudios sobre el Panamá republicano 541).[27]
The anti-corruption taskforce of the Olusegun Obasanjo government, the Economic and Financial Crimes Commission, questioned at the time whether the Yar'Adua administration has refrained or was loath to pursue members of the Nigerian elite suspected of corruption, including leading financiers of the ruling party, or those like Ibori who supported had their election.
The rainy season usually starts off in mid-May. At that point sporadic rain showers begin during the afternoon and evening hours. As the days pass the rain increases in duration, amounts, and evenings are full of wonderful thunderstorms and beautiful lightening. In the mountain areas flash flooding can suddenly occur during these months. During the rainy season day time temperatures are about 10 to 15 degrees cooler than the dry season but the humidity is much higher. The rainiest month is November but by mid-December the rain is completely gone in most of Panama on the Pacific side.
The Río Chagres is one of the longest and most vital of the approximately 150 rivers that flow into the Caribbean. Part of this river was dammed to create Gatun Lake, which forms a major part of the transit route between the locks near each end of the canal. Both Gatun Lake and Madden Lake (also filled with water from the Río Chagres) provide hydroelectricity to the former Canal Zone area. The Río Chepo, another major source of hydroelectric power, is one of the more than 300 rivers emptying into the Pacific.
Panama City's public schools are operated by Bay District Schools. A system of charter schools, University Academy and Bay Haven Schools also services the Panama City area. Private schools in the city include, Holy Nativity Episcopal School, St. John Catholic School, Jacob Austin Prep. Academy, Covenant Christian School. Gulf Coast State College, formerly Gulf Coast Community College, is now a 4-year state college. Florida State University Panama City Campus and a satellite campus of Troy University are located in the city. Embry Riddle Aeronautical University has a satellite campus on Tyndall Air Force Base. Public high schools in the Panama City metro-area include Rutherford High School, Bay High School, Mosley High School, Arnold High School, Bozeman Learning Center, and Rosenwald High School.
President Barack Obama addressed the overseas shell companies listed by the leak in a press conference: "It's not that they're breaking the laws," he said, "it's that the laws are so poorly designed that they allow people, if they've got enough lawyers and enough accountants, to wiggle out of responsibilities that ordinary citizens are having to abide by."[420] Although no leader in the US was mentioned in the Panama Papers, Obama said that "Frankly, folks in America are taking advantage of the same stuff".[421]
